The Common Council approved the 2021-2025 Capital Improvement Plan at their meeting on February 17, 2021.  The full plan is available on the City's website to review.

Introduction from CIP:

Ensuring an affordable and sustainable future is one of the most important issues facing municipalities today. Uncontrollable economic changes, increasing labor and operational costs, changes in growth patterns, modernization required to meet needs of staff, regulatory and environmental requirements, unfunded mandates, limits on tax levies, and the uncertain future of rising healthcare costs are only some of the challenges municipalities face to maintain and improve upon the existing levels of service. All of those issues are generally outside of a municipality’s respective control. However, infrastructure, buildings, and equipment all has a useful life and at some point requires funding in order to maintain these critical needs. Therefore, funding infrastructure and capital needs must also be considered as part of the regular budget process.

Acknowledging the above has lead the City of Milton to develop a long term Capital Improvement Plan. Milton has accomplished many Capital Improvement Goals in the last 5 to 10 years. However we must dutifully look forward to continue to ensure the Citizens and the Utility Customers are provided with the same or better levels of service. By responsibly maintaining our infrastructure and capital needs, the City of Milton is consistently one of the fastest growing communities with the lowest mill rates of any City in Rock County in recent years. While not always a source of funding for capital projects, taxing levels influence the perceived and actual quality of life in Milton. The goal of this document is to provide an outline for delivery and completion of capital projects using collaboration, sound planning and disciplined management.
